    Background

    WATAN is preparing to submit a project proposal to EU Delegation to Syria on improving Food Security, Livelihoods and Resilience of vulnerable communities affected by the protracted instability, economic crisis and the recent global food security crisis in Syria.

    The Overall Objective of the Syria Special Measures 2021 is to address early recovery, resilience and self-reliance needs of Syrian communities and local agents for change in Syria in a manner that promotes inclusive and active citizenship, preserves the social fabric, protects fundamental rights, is environmentally sustainable and ultimately creates conditions for stability and peace. One of the Specific Objective of the special measures is to improve livelihood opportunities of Syrian communities affected by chronic instability through “Improved Resilience, Food Security and Livelihoods for vulnerable group”.

    Position Summary

    The PM will be responsible for managing and supervising TRIPLE R phase 2 project inside Syria, oversee the overall project management and ensure that project objectives/implementation are on track/budget as planned, ensure implementation and documentation according to EU compliance requirements, and assist in program development.

    TRIPLE R is a stabilization project implemented in several opposition-controlled areas and tackling food insecurity by supporting value chains development. The project requiring specialized knowledge on agriculture sector resilience.

    The project aims at improving the access to quality and healthy food for the population from several communities in addition to supporting entrepreneurship.

    The type of activities are to be developed:

    • Resilience building of smallholders’ crop and livestock production through climate-proofing, resilience building, prevention and preparedness, targeted investments in key value chains, technical training and distribution of agricultural inputs and services, and complementary rehabilitation of communal agricultural assets and infrastructure.

    • Improved resilience and reduced negative coping strategies for poor rural entrepreneurs, vulnerable individuals, households and communities through Technical and Vocational Training (TVET), business start-ups and business support services, applying the vision of the European Green Deal towards a carbon neutral, climate resilient and environmentally friendly development.

    •  A comprehensive package of activities targeting Northeast Syria will address the need to strengthen overall resilience at community level. If and where conditions allow, particular attention will be placed on locations and host communities receiving a large influx of returnees be they previously displaced individuals, refugees, former camp residents or detainees. Support will be provided through a range of activities including in the livelihoods and informal education sectors.

Position Requirements

    •Agronomy / Business Management/social sciences
    •A minimum of 4-6 years operational humanitarian experience with minimum of 3 years in a leadership role in EU project management
    •Highly desirable, technical experience in any of the 4 targeted value chains
    •Previous experience in implementing EU funded project (especially MADAD fund or any other funds directly managed by a DG)
    •Knowledge of EU regulations to ensure compliance of the project
    •Knowledge of the situation of the livelihood sector in Syria
    •PMP/PMD-Pro Certified (highly preferable)
    •Ability to communicate effectively with others 
    •Ability to represent the organization image in professional manner
    •Commitment to humanitarian relief standards
    •Fluency in English, Arabic Desirable: Turkish

Responsibility

    •    Develop, monitor and implement project work plan according to project outputs on all the four regions targeted by the implementation.
    •Coordinate the field teams, collecting inputs from the field, adjust the project implementation if required, overseeing the security situation and decide on the continuation/suspension of activities together with the Security Manager.
    •Develop methodology for capacity building, businesses set up, distribution of agricultural inputs
    •Coordinate the assessments and research organized in the project.
    •Develop Value Chain support for Olive, Crop, Vegetable and Diary.
    •Support the establishment/rehabilitation of several infrastructure (mill, bakery, markets, abattoirs, veterinary services, greenhouse, animal production units).
    •Set up and oversee the activities of farmers associations to be set up.
    •Run entrepreneurship programme.
    •Apply less water intensive varieties, crops and agricultural practices.
    •Develop and monitor project budget and expenditures.
    •Ensure that program/project goals and plans are implemented on time and on budget and according to EU compliance requirements.
    •Evaluate activity progress and determine necessary actions to course correct.
    •Support the EU Grant manager in preparing the reports by providing all necessary documents and information.
    •Liaise with logistics, MEAL, Safety and Security, HR…. etc. and all stakeholders from WATAN regarding project activities implementation.
    •Ensure sound administrative practices regarding record keeping, compliance with EU regulations, communications, etc.
    •Represent WATAN in related working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for WATAN.
    •Develop and maintain relationships with local partners, local authorities and stakeholders.
    •Stay up to date with all regional and country-specific response plans by the U.N., donors active actors, -
    •Assist in writing of proposals, provide technical input, writing and budgetary input for new program design.
    •Assist in building new partnerships and relations with key NGOs and donors regarding related programs.
    •Work closely with agencies and organizations in the related areas for collaboration,
    •Perform any other tasks under the guidance of the direct supervisor
