    Background

    WATAN is preparing to submit a project proposal to a call published by EU Delegation to Turkey on European Union Scholarships (BEURS).

    The global objective of this call for proposals is: To support access of Syrians under Temporary Protection, Persons under International Protection and host community members to higher education for ensuring that they have the necessary skills to become self-reliant and to contribute to economic growth and development of Turkey.

    The specific objective of this call for proposals is: Through the provision of scholarships and related services to support Syrians under Temporary Protection, Persons under International Protection and host community members to enroll, continue and graduate from higher education in pursuing undergraduate/graduate studies.

    Position Summary

    The Education Project Manager (EPM) reports to the Country Director in Turkey. The EPM provides direct technical and managerial supervision and support to project teams for ensuring effective and efficient implementation of the education project if the proposal is granted by EU. S/he will manage all aspects of project planning and quality implementation, including providing technical expertise, project finance and budget compliance, supervising staff tasks and performance, coordinating with partners, monitoring and evaluation, and reporting, building staff and partner capacity as required. S/he is also expected to work closely with the Country Director for project related issues and represent the organization in external meetings and workshops when required.

Position Requirements

    • University degree relevant to Education Management, Social Sciences etc
    • 5 years of professional experience in higher education related areas,
    • Experience in working in consortium and external representation including with donors and education coordination meetings
    • Demonstrable experience of project management and understanding of donor compliance preferably EU.
    • Demonstrable experience of managing an education program,
    • Demonstrable technical expertise in the assessment of, design and delivery of programming in Education,
    •  Familiarity with the problems faced by the students especially by the SuTPs and PuIPs
    • Fluent in written and spoken English and Turkish
    • Demonstrated capacity and experience in capacity building approaches in their technical area (trainings, on the job support, mentoring) including the development of individual capacity building plans
    • Excellent written and verbal communication skills
    • Ability to work with minimal supervision in stressful environments
    • Strong interpersonal and teamwork skills
    • Flexibility and can cope with stressful workload
    • Ability and willingness to travel to the field (including on short notice) when required

Responsibility

    • Provide technical support and supervision on efficient and effective implementation of the project as per workplans, M&E plans, budgets, timeline and contractual obligations,
    • Closely work with MEAL Manager to design relevant technical monitoring and implementing materials to ensure quality project implementation.
    • Manage project teams to ensure delivery of agreed deliverables, plans and strategies as per the policies, procedures and standards
    • Ensure project activities are on track, including developing and implementing solutions as necessary
    • Manage project budgets and spending in accordance with donor and WATAN procedures and policies
    • Conduct capacity building and/or mentoring activities for project staff and/or partners as required
    • Facilitate team building and cohesive working amongst team members
    • Review and support elaboration of project documents and reports
    • Maintain project transparency and accountability within country team and with donors
    • Provide feedback to project team to ensure optimal performance,
    • Frequent travel to other cities to attend project sites and provide support to team as needed
    • Represent WATAN in coordination meetings, working groups and external relationships
